Mid-Atlantic Selected To Manage Development of Havelock Park Site

Mid-Atlantic has been awarded a contract with the City of Havelock to assist the City in turning the former Phoenix landfill into a community park. Mid-Atlantic will administer a $3.5M HUD grant awarded to the city for this purpose and assist the city in applying for additional EPA brownfields funds to complete the cleanup necessary to make this project a reality.

The Phoenix site is a 34-acre abandoned recycling business that has been a blemish on the western edge of Havelock for over 30 years. Beginning in 2010, Mid-Atlantic began working with City leaders to pursue EPA brownfield grant funds to help address conditions at the Phoenix site and take steps to moving it toward a productive reuse. Fast forward to 2023, and the Phoenix site looks drastically different. The environmental conditions have been assessed, a small portion of the site has been cleaned up and the site is under City ownership with a NC Brownfields Agreement providing the City liability protection from the previous owners actions.
